Yes, and we would sample both languages. Answers to the same question in Arabic and English can differ in the sources they draw on and the detail they carry, which is worth knowing before deciding where to spend effort.
Not necessarily. A review should identify what is already useful and where targeted improvements would help. The scope should follow the evidence, rather than start with a rebuild.
